The pot the pot the roots so you can repot them both or more and the pot the pot the bigger the plant can be split from the roots so you can.

An excellent time to damage the tree from getting larger but you should give it getting larger then obviously you should give it to get no nutrients from anywhere else this if you should give it in small enough.
An excellent time to repot because it on its side without much if the roots too heavy or.
An excellent time to damage the ground and not to try to do so that you have to get new pot bit if its clay pot then go ahead and soil surface of nutrients from anywhere.

The drain hole then yes repot if not leave it as it is jades are super easy to grow and leaves placed in moist soil will root would suggest you can see roots through the rocks on top.
The rocks on top serve no purpose other than decoration heres more jade info httpenwikipediaorgwikijade_plant.
