    They are also known as Silver Dollar Plant, because biennially they produce seed pods that look like silvery discs. Then, on opposite years, they bloom with purple flowers.See attached article

    Well, it can be both. If you are gaining money on and on, it is certainly flowering! But if ever you are having just a still amount of money, it is non-flowering!!
