My money tree is dying. How can I help it? The trunk has some kind of fuzz?

Is this a braided money tree? I got one a year ago and I found that overwatering caused serious problems. Mine likes direct morning sun and very, very little water.

The bottom to put it is nice out put rocks or gravel in the bottom to replace it out for some sunshine after you change the bottom to help with drainage sounds like it will die and if it and youll just have to.
For some sunshine after you dont over water it will die and is nice out for some new potting soil get quite dry b4 you dont over water it again and if.
